I believe it's a mix between two things. 1. seeing Ludovica in Shuli's presence and egoistically wanting her for himself this time, and also having the chance to delude himself in Ludovica's presence before his passing2. and the fact that his children would be left alone with no protection, whilst if left with someone with Ludovica's looks, his children and family would be shielded by the ones who loved Ludovica and overlaps her presence with Shuli'sAnd I hate to admit he did the most reasonable thing because EVERY ONE who was in love with Ludovica, somehow helped (and will help) Shuli during the most difficult times of his family (I mean the emperor with his attitude and also Nora's father showing very timid feelings) Of course, in the case of Nora's father, I imagine he stopped overlapping Shuli and Ludovica long ago, shifting those lingering feelings for the affection he would have for a daughter. But the emperor still overlaps them, and takes the chance to see Ludovica every time Shuli is around the palace. So yeah, he was like "you loved Ludovica so you'll protect Shuli and my family because of it"

Lol. I read the novel, the best things are when he does stuff like this and his sect realizes. He constantly reminds them that status is but imagination, everyone deserves some respect. For too long they just took it thinking it was supposed to be that way.
